Mr. James has over 25 years of experience in the water resources field. Mr. James is currently serving as General Manager for Carson Water Subconservancy District that is responsible for integrated watershed planning for the Carson River Watershed. Prior to this position Mr. James was the General Manager for the Jurupa Community Services District in southern California which provided water and waste water service to over 50,000 people; managed the groundwater resources for the Chino Groundwater Basin; developed and managed the Water Resource Department for the Chino Basin Municipal Water District, and worked as a water rights expert for the Denver Water Department. His education includes a B.S. in Soil and Water Science from the University of California, Davis, M.S. in Civil Engineering from the University of Colorado, Boulder, and MBA from the University of Phoenix.
