February 16, 2003 marked 100 years of the Nevada State Engineer's
Office. The State Engineer's office was created February 16, 1903 under
the direction of Senator Newlands and the U.S. Geological Survey. Nevada
Water Law was initiated stating that water belongs to the public, and
water rights issued by the State Engineer belong to the owner of record.
Since 1905, legislation, Federal and State Decrees, and many court cases
have initiated and established water law to make it what it is today. The
State Engineer's office provides an integral system that allows water
managers to provide sufficient supply to growing populations while
protecting the public's entitlement to water.

The Colorado River Commission has generously donated the publication to
the Nevada Water Resources Association for sale and distribution to our
members and to all others who are interested in Nevada's water resources.
All proceeds of the Nevada Water Law publication will go towards the
support costs of advertising and distributing the publication, costs
associated to update the publication, and to an educational venue that
pertains to water law and the management and utilization of Nevada's water
